"The Lebanese delegation to the United Nations has filed a complaint over Israel's violation of Lebanese sovereignty and (Security Council) resolution 1701," Prime Minister Fuad Siniora's office said in a Thursday statement.
According to the statement, Israel violated Lebanese sovereignty by "setting up on its territory spy rings that were uncovered by the Lebanese army and security services".
Over the last two months, Lebanese security forces have launched a crackdown on espionage activities and have arrested members of several spy rings south of the country.
On Tuesday, Lebanon charged five suspected Israeli agents with espionage, bringing to 18 the total number of Israeli operatives seized in Lebanon since January.
Lebanon also asked UN peacekeepers in southern Lebanon to help return two suspected Lebanese spies who fled to Israel this week.
Israel withdrew its troops from southern Lebanon nine years ago, after over two decades of occupation.
Israel nevertheless attacked Lebanon in 2006. UN Security Council resolution 1701 ended the 34-day conflict and placed southern Lebanon under the mandate of a UN-backed peacekeeping force.
