“I think Putin is living in his own world,” Albright told CBS's "Face the Nation" on Sunday.
 
"He has made up an awful lot of lies in terms of who is responsible for the fact that the Soviet Union disintegrated," Albright said.
 
The United States and Russia are at loggerheads over a number of issues.
 
Washington accuses Moscow of supporting and arming pro-Russian forces in Ukraine, a charge denied by the Kremlin.
 
“There are an awful lot of things going on that need understanding and explanation,” Albright said. “To put it mildly: the world is a mess.”
 
The former US official also defended President Barack Obama’s foreign policy.
 
"I think the thing that has changed is we don't want to be the world's policemen, the American people don't," she said. "What has to happen is we need to really work harder on partnerships."
 
Albright called on the European Union to speak up against Moscow on the Ukrainian crisis.
 
"The president has been pushing Europeans, and the Europeans have to step up," she said.
 
"I am appalled, frankly, at the slowness of the Europeans in understanding what is going on in Europe itself, and being not only supportive of Ukraine but making clear that the kind of behavior Putin is engaged in is illegal and that we have a responsibility together."
 
Albright served as President Bill Clinton’s secretary of state from 1997 to 2001.
