Minister of Prisoners affairs releases 2 step demand for Israel to release prisoners
Qaraqa explained the current state of Palestinian prisoners being held in Israeli jails alongside the new 2 step strategy for Prisoner who have been held since before the Oslo agreement.

Human rights group Addameer lawyers association are demanding not only the release of the sick and elderly prisoners held since before the Oslo agreement but to apply international law to the entire Israeli occupation.

Qaraqa stated that Israel are furthermore refusing to adhere to the Geneva conventions by refusing to give prisoners a prisoner of war status which would entail that they are civilians under the fourth Geneva convention and their treatment of the prisoners would have to adhere to International law.

Human rights groups are becoming increasingly more worried about the deteriorating health conditions of Palestinian prisoners particularly those who have been held before the Oslo agreement. They are now trying to give them prisoner of war status in order to apply to international law and the 4th Geneva convention.
