Appointing a new Governor for Saada
The ruling party ends the dialogue with the Joint Meeting Parties and announces the timetable prepared for ending the sixth war with the Houthis.

A presidential decree issued today appointed Abdullah Taha Hajar Governor of Saada province, replacing the former Governor Hassan Manaa. For his part, Dr. Abdul Karim Al-Iryani, political advisor to President Ali Abdullah Saleh, declared that Abdul-Malik Al-Houthi has received a document of constant and specific mechanism to implement the six points upon which the military operations with Al-Huthi’s faction are to be ended.

Al-Iryani stated today in a press conference held at al-Mithaq Institute in Sanaaa that the document was handed over to Al-Houthi through a mediator, adding that the military operations will stop immediately if the mechanism was approved and signed by him. He also modified that the Supreme Security Committee has prepared a timetable for the implementation of the six points. The said timetable includes the establishment of five committees from the House of Representatives, Shura Council, and the participation of members from the Saudi side with respect to the Boundary Commission, in addition to representatives of the Houthis. The committees are Harf Sufian Committee, Saada Committee, Malahit Committee, and Committee on the border with Saudi Arabia, as well as the Committee of the Houthis’ arms and sites delivery. Al-Iryani confirmed that the roads should be opened starting from Harf Sufian- Saada, and Al-Malahiz- Saada.

On the other hand, the General Peace Conference GPC announced that the dialogue with the Joint Meeting parties JMP reached an end after a series of meetings that gathered both sides together in the past few days. In fact, D. Abdul Karim Al-Iryani, Conference’s Vice President, stated that the disagreements with the Joint Meeting Parties were merely related to the National Dialogue Committee, and the Joint meeting parties’ misinterpretation of some points of the February agreement. He thus signified some of the previous agreements’ details.

A Joint Meeting Party leader said that the dialogue with the conference has reached an end due to the Conference’s intransigence. Speaking to the Street daily newspapers issued today, he added that the Joint meeting parties are continuing the on-going procedures related to the preparations for the national dialogue based upon the achievements of the Preparatory Committee for holding dialogue, headed by Mohammed Salem Basendwah.

For his part, the Deputy Secretary-General of the Popular Forces Unity criticized the dialogue taking place with whom he described as (clowns). In theory, Dr. Mohamed Abdel-Malik Al-Mutawakkil told Al-Jazeera Net: The ruling party wants negotiations and the Joint meeting parties JMP want dialogue, stating the difference between negotiation and dialogue. According to Al-Mutawakkil, negotiation is controlled by the imbalance of power in favor of the ruling party, whereas dialogue requires upgrading the absolute interest of the state.
