He added he considered the move as “a slap in the face as far as human rights was concerned.” He further noted such a poisonous policy would only lead to more opposition.

Rudely told Al Wasat - Bahraini newspaper - that while some steps had been taken to address the ongoing problem of torture and the use of excessive force, not enough had been achieved to satisfy the Committee and its members,
He pointed out that although some positive developments took place in the implementation of the recommendations -- return of staff and students – progress was still restricted.

He noted that it was important for Bahrain to set up an adequate institutional framework for “improvement” to be permanent. He essentially referred to the implementations of new guidelines within the Security apparatus and its responsibility toward the public.

“All the training in the world does not guarantee appropriate behavior without the necessary institutional will. It is not clear that the behavior of the security forces or the judiciary reflected the training so far."

He said: "While some steps were taken to address decades’ long problem – torture, unlawful detention, repression and so on – huge improvements have yet to take place before Bahrain could even meet basic human rights standards and satisfy the Committee.”

He added: "I realize that numerous demonstrations in the streets tested the resolve of the regime in its handling of the situation. However, we witness much violence and abuse on the part of the authorities … things the government promised it would remedy. It is frustrating to witness that abuse, unlawful imprisonment and overall repression is on-going a year after our first report.”

Finally “Failure to implement some important recommendations in this area may prevent the achievement of national reconciliation.”
